jpeglib.h missing?

I am trying to build kaffe 1.0.b1 under Cygwin32 on a Win95 machine. The
file clib/awt/X/img.c includes jpeglib.h. This presumable contains
definitions for things like JPOOL_IMAGE. Where can I get a copy of this file?
