installing kaffe on win95 with cygnus

Dear all,
while trying to install Kaffe on Win95 (by making use of cygnus 
tools B19) I encounter the following problem:
after launching
 ./configure --prefix=c:/kaffe 
the installation procedure performs all its checks and configuration
settings until it tries (unsuccessfully) to create test/makefile. Here
it gets stalled. Can you help me, please? Thanks in advance.
