More layout problems

Hello!

If anybody has layout problems in open-source projects after my recent
patch, please inform me

jCVS-4.7.5 works properly (except rather wide insets, but it is another
problem). ICQ still has layout problems, but it's too hard to debug it.

The problems are clearly visible even if JDK with Kaffe's
java.awt.GridBagLayout is used. Most likely, the row enumeration is
somewhat broken.

All my attemps to simulate ICQ's behaviour have failed so far.
