problem with kaffe on arm-linux

I am trying to configure Kafee on arm-linux.
when i have specified the configure command as 
CC=arm-elf-gcc LD=arm-elf-ld RANLIB=arm-elf-ranlib AR=arm-elf-ar ./configure --host=arm-linux

configure has completed successfully but it is not taking the cross compiler environment.i.e. it's taking the gnu gcc not arm-elf-gcc
while configuration it is saying 
Checking Whether the C Compiler(gcc) is a cross compiler - no

i have set the KAFFEH env variable to the native environment's kaffeh.

what might be the problem?
