Compilation fixes for s390-linux.

* configure.in:
Added checks for sin6_flowinfo and sin6_scope_id in struct
sockaddr_in6.

* libraries/clib/net/InetAddressImpl.c:
(java_net_NativeInetAddressImpl_getHostByAddr0) Only set
sin6_flowinfo and sin6_scope_id if they are available on the
platform.
