make install on NT4

Has anyone been able to do a 'make install' on a win32 platform
successfully? I can get everything up to libmanagement and then the script
crashes because it can't find the right file to copy (libmanagement.a.1.00)
even though it is there, just like the 4 other libraries is just did. I saw
a couple other people had this same problem a couple weeks ago, but I didn't
see anything to suggest that it had been resolved.
