[kaffe] Missing ifdef in ksem.c

Hi,

somehow the test for THREAD_SYSTEM_HAS_KSEM was lost during the last 
months. It's neccessary if an operating system provides its own ksem 
semaphore implementation. I attached the small diff/fix .
